Evaluation of the implementation of the Enhanced Integrated Framework (EIF) program in the Maldives

FJS was assigned to undertake an independent evaluation of the implementation of the Enhanced Integrated Framework (EIF) program in the Maldives by the Ministry of Economic Development. The aim of EIF programme is to support trade sector development in Maldives by building technical and institutional capacity of trade related agencies, strengthening resource mobilisation and mainstreaming trade policy. Under the EIF programme, two projects were implemented in the Maldives, one from Tier 1 and one from Tier 2 window. Tier 1 project was implemented in two phases. The evaluation by FJS included the assessment of the overall results achieved for both initiatives, the assessment of the sustainability of the results achieved and the identification of areas for improvement and recommendations/guidelines for the Government to pursue the trade agenda in the future. The evaluation also assessed the extent to which project design, implementation and monitoring have taken the following cross cutting issues into consideration: institutional strengthening; trade mainstreaming; private sector development; gender mainstreaming; added value to implement national development priorities.
